Strategic Partnerships Signed: HKU ICCN × PwC MoU; Dual-Track "Mitigation + Adaptation" Consensus Formed
Every US$1 invested in resilience can generate US$7–30 in avoided losses
During the Turning Point stage, HKU ICCN signed a strategic Memorandum of Understanding with PwC to strengthen the integration of academic research and practical implementation. Representatives from the UNFCCC, China's Ministry of Ecology and Environment and the Hong Kong SAR Government identified climate adaptation as a strategic priority, noting that every US$1 invested in resilience can generate US$7–30 in avoided losses. Academician He Kebin of Tsinghua University called for climate governance to evolve beyond mitigation alone and embrace adaptation as an equally critical pillar — reaching consensus on shifting from "controlling mitigation" to "risk adaptation" and launching joint urgent action.
